The Koga are located in the southern end of Omi Province (in present day Shiga Prefecture). The Omi Province is larger than the nigh Iga Province by 3,329 kilometers. In Medieval Japan, the (惣村, sousen or village) is autonomous village community of peasants.

There is a record of Koga ninja activity from the 15th century.

During the 1st year of Chōkyō era (1487), [1], the Rokkaku-Sasaki Family rebelled against the Ashikaga Shogunate. Ashikaga Yoshihisa (足利義尚) attacked Koga Castle, and the Rokkaku utilized guerrilla warfare in the mountains. This fight for authority continues until Yoshihisa's death in 1489, and unveiled the activity of the Koga warriors. Father and Son Rokkaku Hisayori (六角久頼) and Takayori (高頼) issued the order to the Koga.

In 1568, Nobunaga Oda defeated the Rokkaku; it's rumored that aid was declined due to the Koga being utilized by Ieyasu Tokugawa. During the era of the Tenshō Iga no Ran, Koga supported Tokugawa's escape from Mitsuhide Akechi along with Iga agents.
